UN Rights Chief Volker Türk Wraps Up Landmark Visit to Sri Lanka with Renewed Focus on Justice for War Victims

Brampton / Colombo / Jaffna / Trincomalee – June 30, 2025 — United Nations High Commissioner for Human Rights Volker Türk concluded a four-day visit to Sri Lanka marked by a delicate balance of diplomacy and direct engagement with victims of the country’s decades-long civil conflict. His mission—punctuated by meetings with top government leaders and solemn encounters with Tamil survivors in mass grave sites—underscored a resounding message: without justice, there can be no lasting reconciliation.

During his first official trip to the island since taking office, Türk met with President Anura Kumara Dissanayake, Prime Minister Harini Amarasuriya, cabinet ministers, and civil society organizations across Colombo, Kandy, Trincomalee, and Jaffna. He praised what he described as a “palpable momentum for change,” while also urging leaders to address deep-rooted grievances with tangible actions, particularly concerning enforced disappearances, militarization, and land disputes in Tamil-majority regions.

In a widely watched move, Türk visited the recently uncovered Chemmani mass grave in Jaffna, where remains of children and civilians were found. At the site, he laid flowers at an “Unextinguished Flame” vigil led by Tamil families of the disappeared and called for independent forensic investigations, stating that truth and closure must begin with “thorough, expert-led exhumations.”

The High Commissioner also spent time in Trincomalee, where he met with Tamil and Muslim families of missing persons who described decades of state violence, displacement, and neglect. He pledged to personally convey their pleas to Sri Lanka’s leadership—a promise he fulfilled in talks with President Dissanayake the next day.

In Jaffna, Türk held a closed-door meeting with Tamil parliamentarians, assuring them that “Sri Lanka will not be forgotten” on the UN Human Rights Council’s agenda, despite crises elsewhere around the globe. Political leaders and civil society groups submitted memoranda demanding international accountability, the release of political prisoners, and a political solution to the ethnic conflict.

At his final press briefing, Türk lauded the government’s cooperation but emphasized the need to repeal repressive laws such as the Prevention of Terrorism Act (PTA) and to deliver results on long-standing cases of abuse and mass atrocity. He called the Chemmani grave a “compelling reminder that the past continues to haunt the living”, adding that “justice and acknowledgement must no longer be delayed.”

Victims’ groups and rights organizations cautiously welcomed the visit, noting that Türk’s empathetic tone and visibility in Tamil regions represented a meaningful shift. Still, activists stressed that words must translate into action—and that without international pressure, Sri Lanka risks slipping back into performative accountability.

As the UN prepares for its next Human Rights Council session in September 2025, attention now turns to whether Türk’s visit—hailed by many as a powerful act of listening—will mark a turning point in Sri Lanka’s journey toward truth and justice.

That stage is not just another meeting—it is our opportunity to show the world our resolve, our dignity, and our unwavering call for international accountability.

Let us focus our advocacy on:

- Amplifying the demands of victims and families of the disappeared 
- Ensuring international oversight of mass grave investigations 
- Calling for a political resolution that reflects the Tamil people’s aspirations 
- Supporting the continuation and strengthening of the UN’s evidence-gathering efforts 

Now is the time to act strategically, speak with one voice, and stand shoulder to shoulder—so that truth prevails, justice advances, and our people’s suffering is never forgotten.

- ஐ.நா. மனித உரிமைகள் அலுவலகத்தின் சாட்சியங்கள் திரட்டும் முயற்சிகளை தொடர வழி செய்யும் ஆதரவு 

இந்தப் பயணம் வெறுமனே ஒரு புகைப்பட தருணமாகும் வரை இல்லாமல், நம்மை ஒன்றுபட்ட உரிமைக்கான செயலில் திரட்டி, **செயல்மிக்க சாட்சி** அளிக்கின்ற மேடையாக இருக்கட்டும். இப்போது நாம் ஒன்றுசேர்ந்து பேசும் தருணம் — பாதுகாப்பான எதிர்காலத்திற்கான பாதையை உருவாக்கும் தருணம்.
