COLOMBO – In a high-stakes diplomatic move, Indian
External Affairs Minister Dr. S. Jaishankar is scheduled to arrive in
Sri Lanka on Monday, December 22, 2025. The visit, coming just weeks
after the catastrophic Cyclone Ditwah claimed over 640 lives and
displaced millions, signals a pivot from emergency humanitarian relief to a
long-term strategic reconstruction partnership.
The Humanitarian Mandate: Transitioning from Relief to Reconstruction
Dr. Jaishankar’s primary agenda is to formally transition
India’s support from Operation Sagar Bandhu—the immediate disaster
response—to a comprehensive "Special Cooperation Package."
Following the cyclone’s landfall on November 27, India was the first responder,
deploying the aircraft carrier INS Vikrant, BHISHM modular trauma
units, and specialized search-and-rescue teams.1 The upcoming
visit aims to cement India’s role as the "Net Security Provider" by
funding the permanent restoration of critical infrastructure.
- Infrastructure
Recovery: A significant portion of the package will fund the repair of
over 240km of damaged roads and 40+ collapsed bridges, including the vital
A35 highway in Kilinochchi.
- Health
& Housing: Deployment of additional modular hospitals and the
acceleration of the Indian Housing Project for the 230,000 people
currently in emergency shelters.
Geopolitical Strategy: The Trincomalee Energy Hub vs. Chinese Interests
While humanitarian aid is the immediate focus, the visit
serves a profound geopolitical purpose: Strategic Integration. Dr.
Jaishankar is expected to review the progress of the Trincomalee Energy Hub,
a trilateral venture between India, Sri Lanka, and the UAE signed in April
2025.

serves to counter-balance China's recent $3.7 billion refinery project
in Hambantota, positioning India as the guarantor of Sri Lanka's long-term
energy stability.
The "Northern Promise": What the Tamil Community Can Expect
The Tamil community, particularly in the North, East, and
the Hill Country, remains central to India’s bilateral outreach. Tamils can
expect several key deliverables from this visit:
- Restoring
Northern Connectivity: Completion of the Kilinochchi Bridge and
the restoration of rail links to facilitate the movement of goods and
agricultural products.
- Support
for Indian Origin Tamils (IOT): Targeted relief for the estate workers
in Nuwara Eliya and Badulla, where landslides were most
lethal. This includes land title legalization and landslide-resistant
housing.
- The
13th Amendment: Dr. Jaishankar is expected to reiterate the need for
the full implementation of the 13th Amendment, framing it as a
functional necessity for decentralized disaster management and local
political stability.
