GENEVA — March 29, 2026 — A coalition of prominent
Tamil civil society organizations has formally submitted seven comprehensive
written statements to the 61st session of the United Nations Human Rights
Council (HRC61). These submissions document a disturbing pattern of ongoing
human rights violations targeting Eelam Tamil communities, ranging from
systemic militarization to the strategic suppression of religious and cultural
identities.
The documented
evidence—filed under UN document numbers A/HRC/61/NGO/297 through 301, 349,
and 369—provides a grim diagnosis of the current landscape in the North and
East of the country. The reports highlight how state policies of demographic
engineering and surveillance continue to obstruct accountability and undermine
the basic civil liberties of the Tamil people.

Key Findings of
the Submissions
The coalition’s evidence
focuses on several critical pillars of systemic abuse:

Militarization and Demographic Engineering: Extensive military presence
in Tamil-majority areas is being used to facilitate land grabs and alter the
demographic composition of the region, directly impeding the right to
self-determination.
●
Reprisals Against Human Rights Defenders: Activists and civil society
members face persistent surveillance, intimidation, and physical threats, in
direct violation of HRC Resolution 52/4.
●
Suppression of Cultural and Religious Freedoms: The reports detail
"Buddhist Chauvinism" and state-aligned policies that target Tamil
religious sites and cultural practices, threatening the very identity of the
Eelam Tamil community.
●
Misuse of Counterterrorism Laws: Proscription regimes are
increasingly used as tools of political repression to criminalize peaceful
dissent and legitimate political expression.

"Decades of
militarization and discriminatory policies have eroded the rights and dignity
of Tamil communities," stated a spokesperson for the coalition. "The
evidence we have submitted to the UN is not just a list of grievances; it is a
call for urgent international intervention. We need the Human Rights Council
and member states to move beyond rhetoric and ensure independent scrutiny and
protection for those on the ground."
Call to Action
The coalition calls upon UN
member states and international mandates to:

Initiate Independent Investigations: Establish an international
inquiry into alleged abuses where domestic remedies have consistently failed.
2.
Protect Human Rights Defenders: Implement immediate
protective measures for activists and organizations facing state reprisals.
3.
Review Proscription Lists: Conduct a transparent review of counterterrorism lists to
ensure they are not being misused to stifle peaceful political activity.
4.
Halt Demographic Engineering: Press for the cessation of state-sponsored land acquisitions
and religious encroachments in Tamil-majority regions.
