1. Description of the Advocacy Plan
The HRC62 Advocacy Plan
is a multi-layered strategic framework designed to mobilize international
pressure on the Government of Sri Lanka (GoSL) regarding its human rights
obligations. In the context of the 62nd Session, this plan focuses on:

Evidence Preservation: Strengthening the OHCHR Sri Lanka Accountability Project
(OSLap) by providing high-quality, verified testimonies from victims in the
North-East.
●
Mandate Renewal Lobbying: Targeted engagement with the "Core Group" (UK,
Canada, Germany, etc.) to ensure that the monitoring and reporting mandates do
not lapse.
●
Special Procedures Engagement: Facilitating formal submissions to the Working Group on
Enforced or Involuntary Disappearances (WGEID) and the Special Rapporteur on
Truth and Justice.
●
The "Human Rights Economy": Highlighting the link
between systemic corruption, military spending, and the failure of domestic
justice mechanisms.
2. Why Collective Advocacy is Critical
Individual efforts, while
valuable, often struggle to penetrate the complex institutional layers of the
UN. Collective advocacy through a unified coalition is essential because:

Unified Voice: It prevents the state from "forum shopping" or
exploiting divisions between different Tamil civil society groups.
●
Resource Sharing: It pools together legal expertise, translation services, and
diplomatic access that smaller organizations may lack.
●
Safety in Numbers: Reporting human rights violations from within the North-East
carries high risks of reprisal. A coalition provides a "buffer" that
protects individual activists by presenting data through international
intermediaries.
●
Countering State Narrative: The GoSL often presents "domestic reconciliation"
programs as sufficient. A coalition provides the necessary weight to prove to
the Council that these mechanisms are structurally flawed and lack victim
trust.
