Congratulatory Message and Urgent Memorandum regarding the Rights and Justice for Eelam Tamils

Honourable Chief Minister Vijay,

On behalf of ABC Tamil Oli and the global community of human rights defenders and researchers, I extend my heartiest congratulations to you on your historic victory and your inauguration as the Chief Minister of Tamil Nadu.

Your unconventional and visionary start—marked by immediate executive actions and a clear break from traditional political theatre—has ignited a new flame of hope, not only within the borders of Tamil Nadu but also among the global Tamil diasporas. As you embark on this journey to lead the "political startup" of a new generation, we look to your leadership to champion the cause of the most vulnerable members of our Tamil fraternity.

As an Independent Researcher and Human Rights Defender, I am compelled to bring to your immediate attention three critical issues concerning the Eelam Tamils, whose survival and dignity remain precariously balanced. I urgently request that your administration take the following actions:

1. Recognition of Eelam Tamils’ Indigenous Rights

The Tamil people of the North and East of Sri Lanka are the indigenous inhabitants of their traditional homeland. We urge the Government of Tamil Nadu to formally recognize the indigenous rights of Eelam Tamils. Such recognition from the "Mother State" of Tamil Nadu provides essential moral and political leverage in international forums, affirming their right to self-determination and the preservation of their ancestral lands, language, and culture.

2. Motion for an International Investigation into the Tamil Genocide

The wounds of the 2009 genocide remain unhealed due to a persistent lack of accountability. We request that the Tamil Nadu Legislative Assembly pass a fresh, historic motion urging the Union Government of India and the United Nations to facilitate an independent international investigation into:

       Genocide, Crimes Against Humanity, and War Crimes committed against the Tamil people.

       The potential Crimes of Aggression perpetrated by the Sri Lankan state.
Tamil Nadu must lead the way in demanding a transition from "internal processes" to an international judicial mechanism to ensure lasting justice for the victims.

3. Review of MOUs and Inclusion of Tamil Consent in Bilateral Agreements

For too long, Memorandums of Understanding (MOUs) and economic agreements have been signed between India and Sri Lanka that directly impact the Tamil homelands without the consent or consultation of the Tamil people. We request your government to:

       Urge the Union Government to halt all current MOUs signed without the explicit consent of the representative Tamil leadership.

       Mandate that any future MOUs or bilateral economic projects involving the North and East must include the Tamils as primary stakeholders to ensure that "development" does not become a tool for demographic change or further dispossession.

Chief Minister, you have stated that "all 8 crore people are your people." We humbly remind you that the Tamil identity transcends the Palk Strait. Your leadership has the power to transform the quest for justice from a decades-long struggle into a modern, actionable reality.

We look forward to seeing your "New Age" administration become a bastion of justice for Tamils worldwide.
