REJECTING SRI LANKA’S STATISTICAL ERASED VICTIMHOOD AND DEMANDING INTERNATIONAL JUSTICE

To the Eelam Tamil Community, Survivor Kin, and International Allies

For over four decades, state-sponsored enforced disappearances in Sri Lanka have functioned not merely as an extrajudicial tactic, but as a systematic instrument of demographic engineering, political suppression, and state terror. Today, Colombo’s strategy has evolved from physical suppression to narrative control, using domestic mechanisms and census manipulation to whitewash war crimes and evade international accountability.

The Architecture of Narrative Control

●       Linguistic and Legal Deception: The state systematically re-classifies victims of enforced disappearance as "untraceable persons" or "missing individuals." This deliberate administrative categorization converts state-directed crimes into neutral logistical anomalies, stripping victims of international legal protections.

●       Statistical Conflation: Historical state reporting routinely merges Southern Sinhalese casualties from the 1987–1989 JVP insurrections with Northern war data. By diluting targeted Tamil victimhood into generalized national totals, the state attempts to obscure the structural, anti-Tamil nature of its violence.

●       The Vanni Discrepancy: Official state reporting—such as the Office on Missing Persons (OMP) logs and the 2011 census—claims only 2,618 untraceable persons in the North and limits May 17–19, 2009 surrender disappearances to roughly 503 cases. This stands in direct contradiction to credible UN estimates and local civil registries, which document between 70,000 and 146,000 unaccounted-for Tamils following the collapse of the Vanni pocket.

The Structural Failure of Domestic Commissions

Internal bodies like the OMP and historical Commissions of Inquiry (CoIs) lack judicial independence, witness protection frameworks, and prosecutorial powers. They exist solely to process administrative paperwork, delay international universal jurisdiction efforts, and sanitize state culpability before foreign governments.

Our Path Forward

●       Reject Internal Mechanisms: Fully delegitimize domestic state initiatives, including OMP compensation schemes designed to exchange monetary handouts for legal closure.

●       Demand International Prosecution: Mobilize UN Member States to establish an independent evidence-collection mechanism with explicit prosecutorial intent, backed by external forensic and genetic audits of mass graves.

●       Stand with Survivor Kin: Support the continuous roadside protests led by the Mothers of the Disappeared, whose resistance remains the true moral core of Tamil transitional justice.

The truth of our disappeared will not be buried under state census reports. We remain steadfast in pushing the international community toward uncompromising accountability.
